O relatório Education at a Glance, da Organização para a Cooperação e Desenvolvimento Económico (OCDE), chama a atenção para o facto de, em Portugal, só uma minoria dos alunos do ensino profissional estar inscrito em cursos que combinam aulas e formação em contexto de trabalho. Mediante as vagas disponíveis, o aluno escolhe a região à qual se quer candidatar, Norte, Centro ou Sul, e realiza um exame único na instituição mais próxima da área de residência. Este modelo nasce do esforço conjunto de várias universidades e politécnicos que criaram consórcios regionais. Os exames podem ser teóricos ou práticos e não excluem a possibilidade de os alunos se candidatarem ao concurso nacional de acesso.

VET responds to the needs of the economy, but also provides learners with skills important for personal development and active citizenship. VET can also boost enterprise performance, competitiveness, and research and innovation and is a central aspect of successful employment and social policy.
